Ishfaq Mir, Mir Tariq, Showkat Nanda Srinagar/Bandipora/Baramulla, Aug 06: The ‘civil curfew’ call given by Hurriyat Conference (G) Chairman, Syed Ali Geelani against the land row threw life out of gear in Kashmir on Wednesday.The protests against the continuous assaults on Muslims in Jammu spread to other parts of the Valley, with protestors clashing with police at several places.Geelani had called for shutdown against any bid to revert the revocation of forest land to the Amarnath shrine board.
The strike call evoked overwhelming response and life came to a grinding halt across the Valley. All shops and business establishments remained closed while traffic was off the roads. The government, semi-government offices and educational institutions remained locked and people preferred to stay indoors.The roads in city were presenting a deserted look. The deployment of paramilitary CRPF and police personnel in Srinagar was strengthened to prevent people from taking to roads.Clashes in cityPeople took to roads at Nowhatta, Zaldagar, Bemina, Zaldagar, Sonawar and Chotta Bazar areas on Wednesday afternoon to protest against the continued assaults on Muslims in the winter capital. Raising pro-freedom, pro-Pakistan and anti-India slogans, the protestors clashed with police and paramilitary personnel, who fired tear smoke canisters and resorted to heavy cane charge to disperse the agitating people. The protestors retaliated by hurling bricks and stones towards the policemen. The clashes between the protestors and policemen lasted for few hours during which 15 persons including some policemen were injured.Police official beaten by CRPF menEyewitnesses said that a police official was critically injured after he was ruthlessly beaten by paramilitary CRPF troopers in Fateh Kadal area in downtown Srinagar.They said that paramilitary personnel were mercilessly beating a youth with gun butts in Fateh Kadal area this afternoon. The police official tried to rescue the youth from the clutches of CRPF personnel. This infuriated the troopers to the extent that they pounced on the police official. They manhandled and beat him. He was let off only after other police men present in the spot intervened.The incident left the people shell-shocked and to express their solidarity with the police official, they raised anti-CRPF slogans.Confirming the incident, IGP Kashmir, Shiv Murari Sahai termed the manhandling and beating up of police official as an ‘accident’. “It was not an intended one,” he said.“There is nothing like a scuffle or beating of police official by the CRPF men. The stone pelting was going on in the area and a stone or something like that may have hit the sub-inspector and injured him,” he added.Protests reach SouthThe protests are spreading fast to other places in the Valley. In south Kashmir’s Pulwama and Islamabad districts, hundreds of people took to roads and staged massive protest demonstrations against the assaults on Muslims in Jammu.Angry protesters attacked a restaurant and a hotel in General Bus stand, Islamabad.Eyewitnesses said that hundreds of youth gathered in the Lal Chowk area in Islamabad Wednesday morning. Raising pro-freedom and anti-India slogans, the protesting youth started pelting stones on the passing vehicles. The protesters marched towards the General Bus stand, where they attacked New Mughal Darbar restaurant and Hotel Wular. The protesters tried to set ablaze the restaurant and the hotel, but police intervened and resorted to cane charge and fired tear smoke canisters to disperse the agitating people.The protestors retaliated by hurling stones and bricks towards the policemen. In the clashes, a Santro car of the owner of hotel Wular was damaged.The protestors alleged that ‘New Mughal Darbar’ was involved in selling liquor. “Today when the entire market was closed, the hotel owner was busy in supplying liquor to customers. We acted as police takes no action against him,” they alleged.Meanwhile, in Qazigund people in hundreds came out on roads on Wednesday and staged pro-Geelani demonstrations. The protestors were raising anti-India and pro-freedom slogans. They demanded stern action against the Hindu elements, who were attacking Muslims and their properties in Jammu.North too affected A group of youth protesting against the killing of a teenage in police firing in Srinagar and assaults on Muslims in Jammu marched through Bandipora on Wednesday. Raising pro-freedom, pro-Pakistan and anti-India slogans, the protestors marched through the roads leading to the New Jamia Masjid area. The protestors pelted stones on the shops and vehicles, forcing closure of shops and stopping of vehicular movement. A shopkeeper Hafeez Ahmed Kuchay was beaten by up by the mobs. He was let off after the intervention of the elderly persons.The protestors alleged that government was not taking any strict action against the rightwing Hindu elements in Jammu. “The Hindu rioters are given a free hand to attack Muslims and their properties in Jammu while the peaceful protestors are being killed in Kashmir,” they said.Meanwhile, hundreds of people took to roads across the Sonawari (Hajin, Sumbal, Ajas) region of Bandipora. The protestors warned the government that if extremist forces were not reined in, the situation may take a dangerous turn. "If the government is not controlling rioters in Jammu then authorities should be ready to face consequences in Kashmir,” they added.They threatened that if Hindu elements in Jammu don’t lift highway blockade they will have no option but to cross the LoC. However, no untoward incident was reported from Bandipora during the strike and protest rallies.7 injured in BaramullaAt least seven persons including some policemen were injured in clashes between protesting youth and police on Wednesday in Baramulla town. People were protesting against the economic blockade and apprehensions of restoring land back to the controversial Amarnath shrine board. Raising pro-freedom and anti-government slogans, the angry mob pelted stones on the CRPF picket at RTC bridge Baramulla and tried to set it afire. The police and paramilitary personnel fired tear smoke canisters and resorted to heavy baton charge to disperse the agitating people, who retaliated by hurling stones and bricks. The dingdong clashes between police and protesters continued till evening, during which seven persons including some policemen were injured. Reports of stone pelting on vehicles were also reported from Main Chowk and general bus stand, Sopore Wednesday morning.Complete shutdown was witnessed in north Kashmir towns of Baramulla, Sopore, Handwara and Kupwara.
Publish land transfer revocation order in papers: Bandipora residents

Mir Tariq Bandipora, July 01: Refusing to withdraw their agitation against the transfer of 800 kanals of forest land to Shri Amarnath Shrine Board (SASB) till people in Srinagar call off the agitation, the Bandipora residents on Tuesday asked government to publish the land transfer revocation order in newspapers. Hundreds of people in various towns of Bandipora includes Ajas, Naidkhai, Sumbal, Arin and Hajin came out on roads on Tuesday and staged protest rallies against the land transfer deal. They demanded that government should publish the land transfer revocation order in newspapers so that people can know about it.“We don’t trust the government. It should publish the revocation order of the land transfer in the newspapers so that public will get satisfied and call of the agitation,” said the protestors.They added, “We will not trust the revocation orders till such orders are published in the daily newspapers”.One of the protestor, Ali Mohammad said, “The politicians in Kashmir have many faces. How we can believe that the order has been revoked? It would become clearer if the revocation order is published in the newspapers.”The protestors said that they will end their agitation only when people in Srinagar call-off the stir. “We are taking out processions to express solidarity with all the people, who were killed or injured during these days of agitation against the transfer of 800 kanals of forest land to SASB”."When people in Srinagar resume their normal activities, then only will we also resume our normal chores of life and open shops”, said a protestor Mushatq Ahmed. “We were told by police to open the shops as the land transfer order has been revoked. We won’t resume normal activities till people in Srinagar call-off the strike”, he added.The protestors at Hajin demand probe in the unprovoked cane charging on peaceful protestors by police, which caused injuries to 25 persons including some minors. “It should be probed why police beat up peaceful protestors,” demanded the protestors.Meanwhile, thousands of people, who wanted to visit Jamia Masjid Srinagar to participate in the grand rally, were not allowed by police and para-military personnel to move ahead. Police and para-military personnel, who were deployed in strength in the entire Bandipora district to prevent the people from visiting Srinagar. People in the township and other parts of the district were confined to their homes. The authorities had imposed Crpc 144 in the Bandipora township to prevent more than four persons from assembling in the district headquarters. The police and para-military personnel were chasing away the persons, who tried to come out on roads.Meanwhile, all the government and private establishments remained closed for the 8th day in Bandipora.

Vewan villagers burn firewood to illuminate houses
Mir TariqBandipora, July 6: Even in this scientific age the residents of Vewan in Bandipora burn the “dilli lash” (torch wood) to illuminate their homes. The village, which is few kilometers away from the district headquarters has not been provided electricity yet by the Power Development Department (PDD)The villagers said that electricity has not reached to their village yet. “We are still living in the dark age. More than 60 years have passed since India became independent but we haven't been provided electricity by the government," said Wali Muhammad. He said, "Leaders come here and make false promises. Nobody is bothered to provide us with basic facilities like electricity. We are living in the dark age." Around 200 families inhabit the Vewa village, situated amidst thick forest in Athwatoo division. “Though the village is not far from the district headquarters, people continue to suffer due to the callous attitude of the respective regimes,” said the villagers.An elderly person, Mohammad Ismail said, “During my life, I have never seen electricity and I think I won't be able to see it in my lifetime”.The residents said that they have not fitted wires in their houses. “We know that electricity won't reach to this village so we haven't undertaken wire fittings. We burn wood to illuminate our houses,” said another villager. Children are the worst sufferers as they cannot study in the evening and during night hours. "Most of the children fail in the exams because they don't have electricity to study during night hours,” said Fayaz Ahmad, headmaster Middle School Vewan.He said that most of the students have to travel 10 to 15 km daily to reach the school. “By the time they reach home in the evening, it is already dark and hence they cannot complete their homework,” he said.Meanwhile, various villages in Athwatoo division like Labkachaal, Tangtari, Herpora, which are situated few kilometers from the district headquarters, lack basic facilities like potable water, electricity, healthcare facilities and road connectivity. People in most of the villages in Athwatoo division have to walk for hours together to fetch a bucker of water from a Tresangam stream. “The water in the stream flows fast and so far it has claimed more than 50 lives. We don’t have any option but to fetch water from the fast flowing stream. We are putting our lives to risk,” said the villagers. The situation is worst at Vewan village, where the authorities have not even installed a water pump. The government is compelling people to rely on natural resources. “The state government never bothered to provide clean and hygienic water to us. We rely totally on natural resources. Despite fully knowing that water is not worth drinking, we use it for drinking purposes,” said Mohammad Amin The villagers said that the successive regimes in the State have totally ignored them. “They have not carried out any developmental activities,” said the residents. However, officials refuse to share the blame and instead accuse the residents of the villages for causing unnecessary delay in the developmental works. Talking to Rising Kashmir, Executive Engineer PDD Bashir Ahmed Wani said "Vewan is a remotest village of the district and we are going to connect it with 11000 KV transmission line under the centrally sponsored Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) scheme”.He expressed the hope that all Vewan would be having electricity soon.

Mir Tariq Bandipora, July 11: Residents of this north Kashmir district on Friday accused police of harassing them for participating in the recent protests against the land transfer, while Imams of the district condemned the police action and demanded that “harassment” of the youth should stop forthwith. “Police has made a list of at least forty youth, who participated in the protests against the land transfer. Policemen are raiding different houses and are asking the youth to present themselves at the Police Station,” a group of residents told Rising Kashmir.
According to the residents frequency of the police raids have increased in last few days. "Policemen are visiting our houses regularly and are threatening us of dire consequences for taking part in the protests,” said, Mahjabeen Begum (name Changed). "Entire Kashmir was on the streets to protest against the decision. Freedom of expression is our fundamental right and police cannot stop us from raising our voice,” said Muhammad Ramzan.He said that if police keeps on “harassing’ the youth, residents will be left with no other option other than taking to the roads again. “Prompt action should be taken against the police officer who is directing his men to intimidate the residents,” Ramzan added. "We are feeling insecure as policemen have unleashed a reign of terror in the area," said Azad Ahmed Akhoon (name changed) whose brother has been arrested. Meanwhile Imams of various Masjids, including Grand Imam Moulana Khursheed Ahmed Nadvi during Friday congregation prayers condemned the police action. "Police should refrain from harassing the youth as they were not protesting against the police. Protests were not confined to Bandipora district only. Protests were held all throughout the Valley,” Nadvi told a Friday congregation here. “District administration should take a strong note of it and act accordingly.” Nadvi added. Imams of other Masjids too condemned the police action and demanded that harassment should stop forthwith. Top police officials in the district remained tightlipped about the issue and refused to comment.

Parents, locals accuse police of cover up
Mir TariqBandipora, July 18: After demanding exhumation of Shafiqa's body, the parents of the victim on Friday alleged police of shielding the accused, Ghulam Muhammad Chopan.The parents and relatives of the victim Shafiqa Begum, who was mysteriously found dead at her residence in Phalipora Arin on Wednesday night said police was not listening to them although they had staged protest demonstrations to highlight their problem.Talking to Rising Kashmir, the victims’ mother Khotnie Begum said, "Shafiqa come to parents' home for inquiring the health condition of her father who has weak eye sight. When we attend her last rites after death, we found injuries in her body which indicate that she was forcibly poisoned or beaten to death.”Wailing over the death of her daughter, Begum said, “Police has received the bribe from the accused. So the SHO Bandipora is avoiding we people but we will approach the higher authorities for justice.""They (in- laws) have buried the victim in a hurry in the corner of a wall to hide the heinous crime," locals said.The victim’s relatives said that Shaifqa had strained relations with her husband and in-laws."Her relations with her husband Ghulam Muhammad Chopan were not good. Her husband didn’t even allow her to visit her parents and sisters," said Ghulam Qadir, the victim’s relative. "Police is trying to hide the case as we are poor. Why isn’t the SHO allowing the exhumation of the body.”Raising slogans against SHO Bandipora, locals said, "For the past two days, we are approaching the SHO Bandipora for taking necessary action against the victim but he is avoiding us."Questioning the medical report, the locals said, "If the victim consumed poison then why injury marks are visible on her body. The case should be properly investigated."The relatives of the victim are demanding immediate exhumation of the body and action against the police officers who are shielding the accused.Senior Superintend of Police Bandipora Sheikh Junaid Ahmed said, "We are ascertaining the cause of the death. In the coming days we will come up with the factual position. We have written to the Additional Deputy Commissioner for the permission of exhumation of the body. After we get the permission we will exhume the body."

Mir Tariq Bandipora, July 17: Hundreds of teachers in various zones in this newly created district are without salary since past five months.The teachers of various educational zones including Quil, Hajin and Bandipora have not received the salaries from past five months. This has created resentment against the education department among the teachers, who claimed that the department is intentionally withholding their salaries.
“From past five months we have not been paid salary by the department. We have approached almost all the concerned officials but of no avail. They continue to withhold our salaries,” said a teacher, Meharjudin Wani.He said that the teachers are suffering a great deal as they are unable to fulfill the requirements of their families. “Our families are starving due to withholding of wages to us,” he added. Another teacher, pleading anonymity criticized the functioning of the Education department. He said, “Despite repeated requests to the officials, our from March to July has not bee released”.The District Teachers Union (DTU) leaders claimed that hundreds of teachers working in various Schools of the district have been denied salaries by the Education department. They urged the government to make arrangements for the timely disbursement of salaries.“ReT teachers are facing lot of problems due to non disbursement of salaries. The government should make proper arrangement for disbursing wages in favor of the teachers,” said one of the leaders of DTU.“We are getting a meager salary of Rs 2,000. We were somehow managing our family affairs but since past five months we have been facing starvation as our salaries have been withheld,” said ReT teacher, Muhammad Shafi. He added, “The shopkeepers are refusing to give us further credit and our wards have been thrown out from the schools due to non payment of their tuition fee”.Talking to Rising Kashmir Chief Education Officer Ghulam Mahiudin Ahanger said, “We have received an order from Secretariat through the Direction Office and pending salaries of the teachers would be released within next few days.”He added, “We have asked officials of all the respective zones to release the salaries of the teachers.”

Mir Tariq 10 JuneBandipora: The fluctuating temperature is a cause of panic among farmers here in north Kashmir district of Bandipora.The land and orchard owners are concerned about the likely fall in crop yield and threat of apple diseases due to continuing fluctuation in the temperature along with daily heavy rains."We are afraid of the low agricultural yield, disease like scabies etc may erupt due the continuous fluctuation in daily temperature” said Ajaz ahmed, adding " many farmers have not till date ploughed their lands as heavy rains are preventing them to do so."
Agricultural experts also evince the view that a continuous fluctuation in the temperature will definitely affect the agricultural produce and orchards are likely to become more vulnerable to the diseases like scabies. "The nursery beds of paddy have been facing diseases like tip burn, yellowing and foot rot due to hails and heavy rains, now it needs favorable temperature for the growth of these paddy seedlings which is fluctuating,” said Arif Ahmed Lone, a farmer.The recent hail storm had destroyed paddy crop and 80 per cent orchards suffered damages in different villages in Bandipora.Farmers have alleged authorities from agricultural department of non-cooperation and told Rising Kashmir that officers from the department never bothered to visit the areas of the district."Agricultural officer have never visited our lands, we don't know their responsibilities" said Mushtaq Ahmed, adding "they should come and guide us if they have responsibility of this nature.""We are in need of the help from department of Agriculture as we have lost the paddy seedling during the recent hail storm" said Muhammad Ramzan of Kunan, adding “the department should guide us while we are planting padding seedlings."Denouncing the allegations of non cooperation nodal cum District officer Agriculture Bandipora, Muhammad Mubark Reshi said "We are visiting the fields wherever there are complaints of disease eruption however we have not observed eruption of any kind of disease which needs guidance from the department."“We are providing guidance to farmers regarding the manuring and use of fertilizers,” adds Reshi. Commenting on the effect of fluctuating temperatures Reshi said "We have asked the farmers to ensure fungicide spray in their farms to prevent diseases, if they there is an eruption of diseases in their fields."The lack of irrigation facilities due to blockade of irrigation canals is adding to the woes of farmers."All the canals and streams are either filled with filth or blocked, therefore we are not able to irrigate our lands,” Ghulam Nabi Dar said, adding "troops within the army camp located on the road side at Kloosa are throwing garbage into the stream which has blocked the stream.”

Mir TariqBandipora: The sale of medicine for clearing throat has witnessed a spontaneous rise during the past seven days here in Bandipora. Pharmacists say there has been a spurt in demand of medicines used for the throat ailments and many of them have run out of stock.
Various pharmacists, who are being compelled by protestors to sell medicines for curing throat aliments, have made sales worth thousands.People who were raising slogans during the procession from last seven days have got throat ailments and are now using medicines like Strepsils, limcee, Roxymycin,etc."We are being compelled to sell medicines used for curing throat ailments" said pharmacist Majid, adding "I made sale of Rs 3000 in five days only on selling Roxmycin, which used to be not in demand during summer season ." "People have got throat ailments while raising slogans in the processions therefore they are in need of such medicines," added MajidSayed Mheran another pharmacist in Bandipora market said "I sold medicines like Strepsils, Roxmycin etc worth thousands during past few days as people who participated in processions used to suffer from soar throat."A protestor Muzamil while taking medicine said "I am taking medicine related to throat ailments worth Rs 500 for people who are participating in processions with me in my area.""We have to maintain our sound in order to raising audible slogans against our enemies," said Muzamil."From previous seven days the only medicines I have been selling is Roxmycin and Strepsils" said a pharmacist Abdul Majid, adding "even police men who are screaming while retaliating to protestors also take throat medicines.""We were not ready to do any business in these days and had downed the shutters in solidarity but people who are raising slogans compelled us to open" said Azad Ahmed.
200 underprivileged to receive tech. training in B'pora

Mir TariqBandipora: Around 200 underprivileged students will receive computer training in local technology institute in collaboration with social welfare department here in Bandipora.
Two hundreds underprivileged educated students who belong to Backward and Scheduled Tribe Categories will receive job oriented computer courses in Bandipora College of Information Technology (BCIT) under the sub tribal government sponsored schemes.It is pertinent to mention that Bandipora College Of Information Technology (BCIT) is the only information Technology institute approved and affiliated with DOEAC centre and Ministry of Human resource Development government of India , working under the patronage of Professor Abdul Rashid Nazki and Directorship of Fayez Ahmed senior computer engineer. The 200 youngsters will be trained for jobs oriented courses which include handling and maintenance of Hardware and soft ware, Multilingual DTP and networking courses. The training tenure spans between six and nine months.Director BCIT Fayaz Ahmed told Rising Kashmir that among the 200 youngsters 65 five are the female candidates who are pursuing the technological training in the institute."We are poor students pursuing training courses in BCIT,but due to lack of hostel Facilities we are facing lot of problems" said Ishfaq Ahmed(ST candidate),adding "we are not able to afford the rented rooms and are staying in the houses of our relatives" While commenting on the lack of hostel facilities director said "In coming months the construction of hostel building will be initiated for which the land has been purchased within municipality limits."Director BCIT, said employment agreements had already been signed by institute with National level Companies, firms and MNC's that have committed to absorb the trainees of BCIT.Providing details of the employment ratio Director BCIT claimed that out of twelve hundred pass outs seven hundred twenty two are working in reputed enterprises like Airtel, Reliance and Aricel companies, twenty pass outs are working with national and state level weekly and daily news papers like Sangarmal.Kashmir Monitor, Kashmir Observer, Asian Age and Bharat DakshinTalking to Rising Kashmir District Development commissioner Sheikh Mushtaq said "Government has chosen BCIT as the institute which will impart technology education among underprivileged talented students falling under the Backward and Scheduled Categories in the District""It will create technological awareness among the unprivileged students and they will work for the betterment of State and nation as well"DDC addedMeanwhile District Social Welfare Officer Ghulam Nabi told that on behalf of government, department of Social Welfare after proper verification and survey chose BCIT as the only institute where students can receive technological education.

“Whenever any VIP visits Bandipora, the administration closes all the main as well as link roads. The same was repeated on Wednesday during the visit of Ram Vilas Paswan,” said Reyaz Ahmad, a trader.He added, “The traders in Bandipora market suffer great loss during the visit of VIPs. We lose business worth lakhs in a day whenever a VIP visits this township”.He alleged that the customers are being terrorized on the pretext of security measures and as such they cancel their visit to the market."We are being harassed to such an extent that we don’t open our shops whenever a VIP visits the township,” said Ghulam Muhammad Kuchay.Locals and traders in a one voice demanded that the wagons carrying people should be parked away from the market. "District administration has fixed sports stadium the spot for rallies and other gatherings. It is surrounded by educational institutes and residential houses and as such the security measures put in place badly affect our normal life,” said Mushtaq Ahmed.Talking to Rising Kashmir, Chairman Municipal committee Mushtaq Ahmed Sofi said "It is a genuine demand of the people. I will discuss it with the District Commissioner and other responsible officers. I hope the problems will be solved accordingly".

‘I will restore beauty of Wular’
Mir Tariq Bandipora, June 4: The Lok Jan Shakti Party (LJSP) chief and union steel and fertilizer minister, Ram Vilas Pawan on Wednesday said the he will raise the grave issue with Prime Minister, Manmohan Singh. He also claimed that the party will restore the beauty of the famous Wular lake in Bandipora.
Addressing a public meeting at the sports stadium here, Paswan said that thousands of unemployed youth will get employment in power projects in the area. “Only the youth of Bandipora will be appointed in the Kishan Ganga electric project and Wular Barrage project,” claimed Paswan"Unemployment is the main cause of spread of ‘terrorism’. Our main aim is to provide employment to all the educated youth in Kashmir including Bandipora, which is hub of education," said Paswan, adding "Unemployed youth took to 'terrorism' but the state government give jobs to lakhs of unemployed youth and it helped in eliminating terrorism from the state”.He accused the Jammu and Kashmir government of failing to provide jobs to the educated youth.Taking a dig at government for not taking proper care of Wular Lake, Paswan said, “The state government has failed to maintain the beauty of the Wular Lake in Bandipora. Our party will take up the issue with the union ministry of lakes and water ways. We can initiate water sports in the Wular and this lake can act as the major tourist destination not only in India but in whole Asia”. He claimed that he will maintain the Lake on his own."We will use scientists and environmentalists to develop the wetlands located in Wular and the encroachments on the Wular land will be cleared," he further claimed.Supporting the Sachar Committee report, Paswan said "If the report is showing the backwardness among Muslims, then a backward status should be given to Muslims”.Lashing out at MP’s from Kashmir, Paswan said "MPs representing Kashmir never talk in favor of Kashmiris and Muslims.” Expressing his concern over the plight of family members of disappeared persons, Paswan said that he would ask the Prime Minister Manmohan Singh to form a committee to probe the disappearances in Kashmir. “I will also raise the issue of unidentified graves with Prime Minister,” he said, adding, “Thousands of graves in Kashmir are unmarked and this is a grave issue”.

B’pora residents demand judicial probe
Mir TariqBandipora, June 5Residents of many Bandipora villages have demanded the judicial probe in the recent killing of an unidentified youth in the township.An unidentified youth was killed in village Brar, 6 Km from Bandipora town on June 4.
Reports said that about 10-15 gunmen in civvies entered the village Brar in a Sumo without number plate. The locals said that a civilian wearing grey Khan Dress was taken to the foothills of the Brar forests by the gunmen and was shot dead there.“The man, who was killed in the foot hills, knocked our door, entered our house and performed abolitions for the midday prayers. Afterwards he offered prayers for 15 minutes in a room and left silently,” said Master Ghulam Hassan.The villagers, pleading anonymity, fearing reprisal said "Before killing the youth, around fifteen gunmen in civvies were wandering in the Brar village. The were harassing the people including women and elderly persons".Villagers alleged that the gunmen were soldiers in civvies. “We cannot say with surety, which company or platoon they belonged to. They asked people to remain inside their homes pretending of training period”. People failed to identity the dead. “It is clear that the deceased was a Kashmiri as he has talked in Kashmiri with the person in whose house he offered prayers,” some locals told Rising Kashmir.They said that the deceased was a goldsmith and was carrying a red bag in his hand.People have demanded the judicial probe in the incident. “It should be probed through High court and culprits should be punished according to court of law,” said the villagers, adding, “The deceased was innocent”."One more grave has been added to the list of unidentified graves in Kashmir. The killing should be probed so that such brutal acts are controlled" said the residents.The body was buried in the graveyard at Nusoo, Bandipora on Thursday. SHO Bandipora, Abdul Khalid Karnai told Rising Kashmir, “We have registered the case and investigations have been launched". He added, “We didn't bury the body for two days so that he could be identified.” Army officials have denied any involvement in the killing.

People demand construction of bridge on Athwatoo nallah

Mir Tariq Bandipora, June 7The inhabitants of at least 20 villages of Athwatoo and Sumlar Gujjarpati area are totally cut-off from district headquarters due to non-availability of the bridge. The fast flowing water in nallah at Attwatoo has already claimed several lives during past few years. Among the casualties were the schools going children and women.
The villagers alleged that despite repeated representations, the authorities have shut their eyes to the problems confronted by about 10,000 inhabitants living in these areas. The cut-off villages include Tanghat, Vewan, Herpora in Athwatooo side and Kudar, Kuta, Satri, Serandar, Chuntimulla on Sumlar-Gujarpati side. The villagers have erected wooden poles over the nallah to ‘facilitate’ crossing to the other side. However, it poses great threat to their lives. The school children have to cross the bridge daily and as such remain always vulnerable.“Government has left us high and dry. They have not made any effort to redress our long pending grievance. The political leaders have been playing with our sentiments. They have never shown any sincerity in pursuing our cause and pressurizing the administration to facilitate the movement of people by constructing bridge,” said Fazal-ur-Rehman. He added, “People of the affected villages approached the district administration time and again and pleaded with them to construct the bridge, but of no avail”. Jalal-ud-Din Khan said, “The gushing waters have so far claimed 15 lives. The risk factor always remains involved while crossing the existent bridge clinging on wooden poles. School children are vulnerable to dangers as they have to cross the gushing waters everyday”. He said that the residents are unable to ferry the ailing persons to Bandipora for treatment due to non availability of bridge over the nallah. The residents of the affected villages complained that due to the non-availability of the bridge, the patients are not taken to District Hospital Bandipora for treatment. “Many persons have died because they could not be shifted to hospital on time” they said, adding, “No healthcare centre exists in our villages and as such we have to shift the patients to Bandipora for treatment”.The residents claimed that education sector has been badly hit due to non-existent of bridge on Nallah. “To avoid mishap, people refrain from sending their wards to schools. People don’t want their near and dear ones to cross the bridge, which always poses threat to them”, said Mohammad Jamal, an elderly person.He added, “We had requested the authorities to upgrade at least one primary school in the eight affected villages to enable children continue their studies, but strangely our pleas were not conceded”.The residents fear that the threat to their lives has increased as the snow is melting in upper reaches and water level originating from Harmukh foot hills has gone up alarmingly. They demanded that the government should construct the bridge on the nallah to facilitate hassle-free movement of people. When contacted, District Commissioner Bandipora, Shiekh Mushtaq told Rising Kashmir that the issue was taken up during this year’s board meeting of the district. “We have sent a proposal to government for the construction of bridge on Arin and Athwatoo nallahs. After receiving sanction from the government, the construction work will be started”.

DC favours innovative measures
Mir TariqBandipora, June 09: The deputy commissioner, Bandipora on Monday said that innovative measures have to be taken to get rid of drug abuse.
Concerned over the rise of drug abuse in Bandipora, a meeting of district officers was held in the meeting Hall in DC office Bandipora. The meeting was chaired by DC Bandipora Sheikh Mushtaq. Speaking on the occasion DC Bandipora Sheikh Mushtaq said, “Drug trafficking and addiction is a big menace, which should be eradicated by the roots from the society”. He said that innovative measures have to be taken to eradicate this evil. “The drug abuse cannot be eliminated or controlled by using old measures,” he asserted.DC further said that the awareness campaign against drug addiction should not be limited to the schools and colleges. “People on the whole should be involved in these campaigns. It should be made a social movement to eradicate completely drug addiction and it’s trafficking,” said Mushtaq.DC said that a joint and collective movement is must to get rid of the evils, which are spreading fast in our society. “We have recognized victim groups and the action will be taken against those, who are forcing the youth in the drug addiction,” he said.Regretting the role of intellectuals, he said intellectuals, Islamic scholars and Ulemas are not participating in the awareness campaigns. Speaking on the occasion, Magistrate Bandipora, Ghulam Ahmed Khan said, “We have involved all the Numberdars, Village level workers and Imams in the campaign in order to make the masses aware about the evils of drug trafficking and corruption”.

After alleging army men of molestation, these families decide to move away inside the village as they feel insecure after they openly protested against the Army in Aragam."We are leaving our homes for saving ourselves. There is no guarantee about the attitude of the Army," said Hameeda Begum, adding, "We are leaving our houses as Army can do anything to us."Begum said: "Troops entered our houses many times but when they try to enter during night times, we retaliate as we have no men in our homes as they remain on their duties far away from homes." Kulsooma Begum, another resident of the area said, "I left my house as on June 8 evening four army men in civvies entered our one storey house from the roof side while I was boiling milk."The army personnel in civvies threw cigarette bits in the boiling milk, she said adding, “I screamed for help and people gathered in front of my house and staged a protest."The entire village of Chitaybanday, Argam come on roads Saturday night demanding stern action against the erring troopers in civvies who were accused of molestation of women by the villagers.The youth of the village fear that the army may target them as they took part in the protest demonstrations and raised anti-army slogans."Army might now target us. This is what they did after the Kunan molestation case, during which hundreds of youths were taken into custody," said Mushtaq Ahmed."Several youths have left the village and moved to other villages and are residing with their relatives,” said Irfan Ahmed, Isfaq Ahmed and Hilal Ahmed. "Police should guarantee our security."However the army denounced the allegations of locals on the same day.SHO Abdul Kahlid Karnai said, “No one can harm any civilian in the village. Those who feel any fear or apprehension can contact the nearest police chowki at Argam village."People demanded that the erring troopers who were in civvies and masquerading themselves as militants should be bought to book to prevent such incidents in future.

Mir Tariq Bandipora, June 10: The deputy chief minister, Muzaffar Hussain Baig on Tuesday asserted that India and Pakistan should find peaceful solution to Kashmir issue in line with the wishes of people of the State.He also accused the Hurriyat and NC leaders of exploiting the people of the State.
Addressing a public rally during rising day ceremony of Gujjar Welfare Forum (GWF), here on Tuesday, Beigh said, “PDP has always been in favour of developed India and Pakistan. India and Pakistan should find peaceful solution to the Kashmir problem. The solution should be according to the wishes of people of the State”.He claimed that India and Pakistan were near to resolve the Kashmir problem in last months but due to the internal strife in Pakistan, the talks process slowed down. “Now that democratically elected government has assumed office in Pakistan, the dialogue process between the two countries will resume and Kashmir will be discussed prominently,” he said.Beigh said, “PDP has always been demanding that any Kashmir solution should be according to the interests of Kashmiris”.Attacking Hurriyat conference and NC leadership, Beigh said, “The Huriyat and NC leaders are living luxurious lives. Their near and dear ones are enjoying lives in foreign countries while poor people are made to suffer. The kith and kin of the NC and Huriyat leaders are doing business in foreign countries while the common people are denied employment avenues”. Beigh asserted that the gun culture should be eliminated from the Bandipora, which has faced lot of problems due to gun. "People can eliminate the gun culture from the society where everything is being practiced in the shadow of gun. People should come forward and wipe out the gun culture from the society, which has engulfed the Bandipora from decades,” he said, adding, “People in general and youth in particular have immensely suffered because of the continuing conflict”. The deputy chief minister said, “What the previous regimes failed to achieve in 50 years, PDP achieved in three years of rule. During the reign of Sheikh Abdullah, Farooq Abdullah, G M Sadiq, Ghulam Mohammad Shah, Jammu and Kashmir got only two universities, but during its three year’s rule PDP established two universities and few campuses in the state”.He further said, “The past regimes constructed only few primary and middle schools while PDP during its three years rule constructed and upgraded hundreds of schools and colleges”.Beigh admitted the Bandipora is still lagging behind in the developmental works. “Lot of work still needs to be done,” he said.Responding to the problems of the Gujjars, Beigh said Rs 2 crores will be provided from the current year plan for the electrification of Gujjar inhabited villages like Kudara, Chandaji, Vewan, and Athwatoo."Construction of roads will also be taken up and the funds will be provided for it separately. All the roads like Aragam, Chandji and Kudara will be constructed after framing a proper plan,” he said.PDP General Secretary Advocate Nizamudin Baht, Advovcte Adul Haq Khan, Javaid Ahmed Larvi, patron youth PDP Bandipora, Altaf Bedaar and chairman GWF Khadim Hussein Shabnam also spoke on the occasion.

Mir TariqBandipora, June 12: The family members of a numberdar Ali Muhammad Bhat and Muhammad Rajab Bhat of Vewan Bandipora, who were killed this day 11-years back on Thursday demanded the arrest of the Ikhwanis accused of their killings.Bhat’s daughter Jana Bano said, “They entered our house masquerading themselves as militants in late hours. My father was asleep. They forcibly entered into our house by breaking window panes. They smashed my father and then took him away."
Bano said she recognizes the three killers. “They are Aziz Khan of Malangam Bandipora, Shafi Rathi Aliyas of Chandachi and Gul Khan. They kidnapped my father and took him bare foot," she added.Bhat’s wife Khotni Begum narrating her pathetic story said that that police has not arrested the killers till date.“We reported the incident before the police station Bandipora and after few years Aziz Khan narrated the story of my husband’s and his colleague Muhammad Rajab Bhat’s killings before Aliyas, an army officer of Rajput Rifles,” said Begum. “Late Aliyas told us that they had killed the numberdar."These notorious Ikhwanis were part of the dreaded Ikhwani group that had spread terror in north Kashmir since the creation of the Ikhwan.The villagers also said that the Ikhwanis on this day 11 years back first looted a bridegroom Muhammad Sultan Lone and then abducted Muhammad Rajab Lone who tried to stop them.“Till date Rajab's whereabouts are not known. But the Ikhwanis after abducting Lone told us that they had killed him along with the numberdar and buried their bodies somewhere in the Vewan forests," the villagers said."We tried to register a case against the killers but the then SHO Bandipora Manzoor Ahmed Mir threaten us against doing so. The killers are yet to be arrested,” said Ali Muhammad. “I was jailed for 18 months when I stressed the then police officer to register a case against the killer Ikhwanis.”Bhat’s nine children demanded that the killers be punished. “We want justice. We want our father’s killers punished,” they said.
Bandipora candidates demand probe into SSRB list

Mir TariqBandipora, June 15: The candidates who have applied for the teacher posts in the north Kashmir’s Bandipora district on Sunday demanded probe in the teachers' shortlist published by Services Selection Recruitment Board (SSRB).
Deserving Handicapped candidates falling in the physically Handicapped Category (HC) who have applied for the teachers post (Item No 3) against Advertisement No 01 of 2008 dated April 22, 2008 have demanded an immediate and independent probe in the HC category of teachers’ shortlist which SSRB published a few days back.The handicapped applicants alleged that few candidates having good physical shape have succeeded in obtaining fake Disability Certificates in nexus with the members of the District Medial Board Bandipora and Baramulla."We were perplexed to see the names of few healthy and sturdy candidates in the shortlist of Handicapped Category bearing serial numbers 3, 4, 5, 6,15 18, 27 and 28," alleged Zahoor Ahmed a handicapped candidates. “Everyone knows that the candidates who have produced fake disability certificate are physically fit.”The Handicapped candidates alleged that few candidates who have minor disability have got disability certificates showing 50 to 60 per cent disability.“Few candidates with minor disability in nexus with the Medical Board members have obtained Disability Certificates mentioning 50 to 60 per cent disability. This should be probed," said Mushtaq Ahmed.The Disability Certificate are issued by the District Medical Board which constitutes of an orthopedic, other doctors and the concerned Chief Medical Officer (CMO) as chairman of the board."The fraud is evident from the fact that in last year’s list these candidates did not exist in the HC category because their disability percentage was below 40 per cent by Medical Board, then in Baramulla district. However the recruitment board entertained above 40 per cent of disability as eligible," sources said. All the deserving Handicapped Candidates of the district Bandipora demanded immediate and independent probe in the matter so that they can get justices and the accused punished as per law.They also demanded that a team of doctors be deputed on June 20, 2008 (the date of interview) for on the spot examination and verification of Handicapped candidates to check the disability certificates.

Present memorandum to Govt, demand probe
Mir Tariq Bandipora, June 17: Alleging irregularities, the residents of several villages in this newly created district have presented a memorandum to authorities, demanding a high-level probe into the working of Municipal committee, Bandipora.People including members of several blocks from ward Number 1, 2,3, ,4,14 and 15 have presented a memorandum to district authorities demanding high level probe in the working of the municipality committee.
In the memorandum sent to the government, a copy of which was released to media, people alleged that municipality is misappropriating the funds that were meant for repairing of roads and construction of walls.The memorandum alleged that grave irregularities were committed while allotting the supply orders to the contractors. It also alleged that the quality of construction work undertaken by the department had gone down during the past few years.It was further alleged that the funds were being used by the municipality officials for their private use. “They are using the funds to construct the walls around the houses of their neighbors and relatives, thereby causing a huge loss of the state exchequer,” the residents alleged. They further alleged that the municipality authorities in alliance with R& B department are going to dig up Sheikh Mohalla link Road (Ward 6) in order to save a newly constructed house of a Municipality official. "This act can create trouble for the residents of the area and should be stopped forthwith”, the residents demanded.Following the complaints, the Deputy Commissioner Bandipora seized all the Municipality records in April. “No action has been taken so far against the erring officials,” said the residents.They demanded a high level probe into the irregularities committee by the Bandipora municipality committee.

Mir TariqBandipora, June 19: The Bandipora Students Federation (BSF) has decided to start a campaign to highlight the burning problem of unemployment in the district.
The two-day conference of the federation, which concluded here on Thursday, urged the government to undertake work on the Wular Barrage Project, set up industries based on fruit and agriculture and take other projects to generate employment opportunities on the district. It also decided to hold a state-level rally in coming months at Srinagar to divert the attention of the government towards the grave issue of unemployment."Government is totally ignoring the unemployed youth of Bandipora,” said BSF president Abdul Samad Najar, adding, “We will submit a memorandum to Chief Minster Ghulam Nabi Azad seeking his help in providing jobs to unemployed youth in the state”.The student organisation also demanded the extension of the railway track from Baramulla to Bandipora, development of unexplored tourist destinations like Athwatoo, Chiternar, Tragbal and Bhutoo. It demanded that central government should enlist the Bandipora in the National tourist map to absorb the tourism graduates.BSF Secretary Malik Nazir said "The youth of Bandipora have been deprived of every facility. Government is providing crores of rupees for the benefit of the uneducated youth, but unfortunately these funds are mis-utilised by the corrupt officials”.He said that the students organisation will highlight unemployment in the state especially in the district and seek jobs for the unemployed youth.

Mir Tariq Bandipora, June 20: Kashmir Social and Environmental Organization, an NGO organized a seminar on environmental protection in this North Kashmir district.
The seminar titled, 'Our Role towards Environmental protection' was organized in the premises of Eaglets Public School Bandipora. Dr Dilshada, a noted environmentalist was chief guest. Hundreds people including students, teachers and social workers attended the seminar. About 20 students read their papers on the occasion. While addressing the seminar, Dr Dilshada urged people to maintain the cosmic Symbiosis (takaful) in order to preserve the ecological balance of the universe.She said, "There is an immediate need to make people aware about the growing environmental degradation. People are consciously or unconsciously destroying the environment without knowing its impact”.Secretary KSAEO Iftikar Rashid also spoke on the occasion and thanked people for participating in the seminar.The awards were distributed among the first three top speakers. Sajad Ahmad of Eaglets School, Abdul Majeed Parsa of Al –Misbah School Papchan and Nusrat Naz of Middle School Sumlar bagged the first, second and third position respectively.
