Pledge not to allow setting up of 330 MW power project
Mir Tariq Bandipora, May 2: Refusing to hand over land for construction of 330 Megawatt Kishan Ganga Hydro Electric Project-cum-dam (KGHEP) to NHPC, hundreds of villagers in this newly created districton Friday pledged not to allow the company to set up the project in Bandipora.
Deputy Commissioner has threatened that in case farmers refuse to hand over land to authorities, Section 14A will be imposed for forcible acquiring of land.The villagers of Kralpora, Lawaypora, Mantrigam, Sonarwani, Harteng in Bandipora district on Friday came out on roads and vowed to ‘fight’ against setting up of KGHEP in this North Kashmir district.They accused district administration of cheating them. “NHPC is plotting against the villagers, who will lose houses, orchards, and land during the construction of the project cum-dam,” they alleged.The villagers have formed an Anti Dam Villagers Forum (ADVF) to fight collectively against the setting up of the project.ADVF’s spokesperson, Muhammad Shafi Bhat told Rising Kashmir that 700 families of Kralpora, Lawaypora, Mantrigam, Chandaji, Chak and adjoining villages will be rendered landless by the project.Earlier, people had supported the project and helped the local administration in conducting the socio economic survey of the area. After government failed to provide compensation to most of the villagers, people had now decided to oppose the project. “We have changed our mind and decided to oppose the construction of dam, which is important part of the power project. The government failed to provide compensation to the people, who are to be affected by the setting up of the project,” said Bhat. NHPC’s 330 Megawatt power project will affect hundreds of families in various villages of Bandipora district. They, according to the survey, will lose fertile land of about 750-800 kanals. Although government announced Rs 1-2.50 lakh compensation for each kanal of land, people rejected the compensation amount saying it is too meager. “The government is playing with the livelihood of hundreds of families by paying meager compensation to them,” added Bhat.Refusing to accept any meager amount, the locals said, “Authorities are compelling us to accept their decisions but we will not be cowed down. We would intensify our agitation to prevent setting up of NHPC’s power project in the district. We will loose everything if dam is constructed for the project”.Stating that they don’t want confrontation with government, the locals said, “We met DC Bandipora and NHPC officials but they want to negotiate according to their own terms. They are not taking our concerns into consideration".A villager Abdul Jabber Rather said, "How can I compromise with the government? They are promising a job to one of my family members and will provide me few lakh rupees for 17 kanals of land".“I am solely and wholly dependent on the land and have four daughters. How will I get them married if government snatches the land from me,” he asserted.The affected families are demanding that government should give them compensation according to the market rate. “The market rate per kanal of land is Rs 9-15 lakhs. The government is giving us only Rs 1 lakh per kanal and this is grave injustice with us,” said the residents, adding, “We won’t hand our land to government on such a low prices”.One of the villager, Mohammad Shafi Bhat said, “If government forcibly snatches our land, we would file a case against them in Supreme Court and fight till end”."Our Kralpora village is losing all the land and government is not providing us with the adequate compensation. They (authorities) are inviting objections from us but are not considering them”, added Bhat.Talking to Rising Kashmir DC Bandipora Sheikh Mushtaq said, "KGHEP is funded by central government and it is not making any type of negotiation about land acquisition”. He, however, said, “Revenue department tried to negotiate with the people of affected villages but the effort proved useless. We are trying our best to provide genuine compensation to the affected farmers, who will lose their land. If farmers refuse to give their land for construction purpose, department will use section 14 A and will forcible acquire land".When contacted Chief Engineer NHPC Umer Khalid told Rising Kashmir that KGHEP is a big project, which needs around 700-800 kanal of land for construction purposes.Khalid said "NHPC has nothing to do with land acquisition. It is up to revenue department. Whatever rate they fix, the NHPC will pay to the farmers through the same department”.

Mir Tariq Bandipora 04 April: Concerned over insufficient vacancies advertised recently by Services Selection Board (SSB), Kashmir, hundreds of unemployed youths have threatened to protest against the government here in North Kashmir District of Bandipora.
Hundreds of unemployed youth today met in sports stadium Bandipora and threatened of massive protest against director education, services selection board and Chief Education Officer Bandipora. SSB had advertised 134 teacher posts vide advertisement number 1 Dated 22 April 2008."Government is adopting a step motherly approach to the newly created district of Bandipora. Instead of 204 posts available in the district, SSB has advertised only 134 vacant teacher post ", said Abdul Samad Najar president Students Union Bandipora (SUB).He further added that Bandipora is the largest district among newly created districts but has been given lesser number of vacant posts than other new districts."The student representatives from villages falling within the district shall go for protests in the coming week if their demand for increasing the number of vacancies is not met”, said Nazir Ahmed spokesperson SUB, adding "CEO Bandipora has not sent details of all posts that are lying vacant to service selection board, though he admitted before media that a total of 204 teacher posts are vacant in the District.”"There are three tehsils comprising of 123 villages in the district and thousands are unemployed even after completing M.A, M.Ed degrees. With 80 per cent literacy rate, it is injustice if only these number of posts are advertised as thousands of unemployed on pinning their hopes on the recruitment drive”, said Muhammad Amin, a post graduate studentDemanding more posts, Abdul Samad Najar said that the issue will be taken up in the board meeting in Srinagar which is being held at SKICC under chairmanship of Chief Minster Ghluam Nabi Azad on 6th May.

Mir TariqBandipora, May 04: Minister for Agriculture Abdul Aziz Zargar on Sunday said that the Peoples Democratic Party (PDP) was working to boost Indo-Pak trade.“After reopening the Srinagar-Muzaffarabad road, PDP is working for the reopening of Jammu-Sialkot road to boost business and trade between the two parts of the State and India and Pakistan,” he said addressing a public gathering at Arin village of north Kashmir’s Bandipora district.
Later talking to media persons Zargar said that Agriculture and Fisheries are employment generating sectors and the State needed to strengthen both the sectors on priority basis.“We have appointed hundreds of graduate and postgraduate students in the department of Agriculture as Reabr-e-Ziyarat,” he said. “To boost the fishery trade especially of trout species in Kashmir, Government has approached New Delhi especially for boosting production of trout fish species."Minters of Forest and Environment Qazi Muhammad Afzal who also addressed the gathering said that PDP was not approaching people for power but for informing them about the return of peace the party was working for.Without accusing anyone but in an apparent reference to the previous National Conference government, Afzal said that before 2000 the politicians left the people of Kashmir to face the barrel of gun and fled to live in mansions in foreign countries to enjoy the luxurious life. He said contrary to this the PDP leadership visited the poor people from time to time and tried to solve their problems. Responding to the demands of the people both the ministers announced special packages for them.Afzal announced to set up three sales depots in Arin, Kunan and Sumlar and construction of a Rs 11 lakh water shed in Arin village.Zargar announced a special package of 8.5 crore for the upliftment of farmers.Meanwhile the people of the area alleged that they were threatened by some unknown persons not to attend the rally.A local Abdul Gaffar Khan said: "We were threatened by some persons who compelled our Imam to announce that he had received a letter asking people not to attend the rally.”PDP General Secretary and MLC Nizamuddin Bhat also addressed the rally. Zargar and Afzal urged people to support Bhat in the coming election which are scheduled later this year.

Mir Tariq Bandipore, May 8: National Conference leaders holding an election rally in a compound of Masjid in this north Kashmir district on Thursday irked the residents. NC leaders including Dr Mehboob Beigh, Irfan Shah and ex-MLA Bandipora Ghulam Rasool Mir addressed a rally in the compound of Nishat Masjid this afternoon.
"They disturbed us when we were offering midday prayers. It is an offence to conduct an election rally at a religious place" said a local Mushtaq Ahmed. Terming holding of a rally in Masjid compound as a “grave sin” Ahmed said, “Disciplinary action should be taken against the NC leaders for disturbing Namazis.” "We requested them to shut down microphones but they didn't respond and interrupted our prayers,” said Bilal Ahmed another resident. Bilal expressed his resentment against what he termed as “sheer arrogance” of the politicians, “It is strange that without caring for religious sentiments political leaders are now using Masjids for their ulterior motives,” he added.When contacted Moulana Khursheed Ahmed Peer of District Auqaf committee said, "This Masjid has its own management and it doesn’t fall within the ambit of Auqaf. I have nothing to do with this."Meanwhile councilor of ward No. 4 Muhammad Amin Mir, who had organized the rally claimed that he had sought the permission from district administration.

Mir Tariq, Bandipora, May 9: Hundreds of patient's on Friday protested against the non availability of staff in Sub District Hospital (SDH) Bandipora.
The patients admitted in SDH Bandipora and people visiting the hospital to seek treatment alleged that proper patient care is not provided to the patients by the doctors. They complained that the hospital is not having adequate staff to cope with the patient rush. The patients alleged that their attendants have to roam from one room to another to locate a doctor and paramedics. “The doctors and para-medical staff in the hospital are not taking their duties seriously and remain busy with their own work rather than attending to patients in the SDH,” complained the attendants of the patient.They alleged that the Block Medical Officer (BMO) is not taking his services seriously, which is affecting patient-care "I am here in hospital from three days and always found BMO’s chamber locked. When whenever I tried to contact the subordinate staff, they too were missing,” said Jamsheed Ahmed, adding, "I faced lot of problems during my stay in the hospital"."Actually the staff members in the hospital are disturbed from previous two months as the office is without BMO. The present in-charge BMO was transferred in month of March" said an employee of SDH Bandipopra, pleading anonymity.A local, Zahoor Ahmed said, "Due to confusion about the BMO, the doctors and paramedical staff is not taking their duties seriously, which in turn affects the patient care in the hospital".Zahoor added, "In the first week of April, government transferred BMOs of various hospitals but BMO's posting in the Bandipora SDH was not solved"Patients as well as locals have called on authorities to post the BMO in the hospital as early as possible so that it can function smoothly and normally.While talking to Rising Kashmir Director Health Dr. Muzzafer said "In the interest of patient-care and betterment of public, in charge BMO Bandipopra has been attached to Direction Office under Order Number 76/GAZof 2008 and endorsement Es-3/1-133/383-88 dated May 08”.Chief Medical Officer Bandipora Dr. Ghulam Mohi-ud-Din said that in pursuance of the order from director health services, incharge BMO Bandipora was relieved today under order number CMO/Bpr/173-78”.

Mir Tariq Bandipora, May 10: Concerned over the growing drug addiction and trafficking, District Commissioner Bandipora on Saturday held a meeting with head of various departments and evolved a mechanism to curb drug addiction in this newly created North Kashmir.
A meeting chaired by DC Shiekh Mushtaq was conducted in DC Office regarding the curb of growing menace of drug addiction and trafficking in the district. The drug abuse is on rise and has created havoc in the entire district. During the meeting DC stressed on police, Social Welfare, Education, Drug and Health departments to work collectively to curb the growing social evil in the district."I have conducted this meet after reading the news story in daily Rising Kashmir dated 09 May" said DC Bandipora, Shiekh Mushtaq. "On top priority we in collaboration with other concerned officers and other employees will launch a massive awareness cum punitive campaign through out the district" said DDC Bandipora Shiekh Mushtaq, adding "it will take time to curb this menace in this newly created district" The deputy commissioner formed a committee of two doctors, two teachers, and a media person and the committee has been directed to submit the report in week regarding the drug addiction.The committees headed by Block Medical officers would conduct survey of drug addiction in their respective blocks.While addressing district officers, DC said, “We are accountable before the Almighty and should work against the menace of drug addiction. We should save the youth from falling prey to drug addiction”.DC suggested that a care should be taken while dealing with the addicts.He further said "People should be made aware about the evil effects of narcotics. The help from parents, Imams, and Numberdars should be sought to root out the menace”.The meeting was attend by ADC ,Thesildar, Chief Education Officer, Chief Medical Officer, Drug Inspector, district Social welfare Oficer, SHO, BMO and other officers.While concluding the meet DDC announced that a helpline will b opened for the people, which can act as bridge between people and district administration. Mir Tariq Srinagar, May 13The MEd students on Tuesday demanded rescheduling of timing of the examination, which commenced from today.The annual examination of Master of Education (MEd) through distance education have commenced from Tuesday.
The MEd students, who are appearing in the annual examination, urged on university authorities to change the timing from 2.30 pm to 1 pm. They said that the students hailing from Pulwama, Sopore, Kupwara, Bandipora, Baramulla will face hardships to return to their homes in the evening."We will face problems when we return from university to our homes in the evening," said Shabir Ahmed of Bandipora. He added, “Earlier, university had set the examination timing as 1 pm but when we reached the examination centers today, we were surprised to know that they had changed the timing from 1 pm to 2.30 pm”.“We will reach our homes during late hours and this will make our lives unsafe”, said Mehanaza Bano.Students complained that the authorities have changed the centers without any prior intimation to them. They demanded rescheduling of time from 2.30 pm to 1pm.When contacted Controller Examinations, Ali Muhammed Shah told Rising Kashmir, "The busy schedule of the respective departments forced us to change the timing and examination centers"He added, "In next few days, we will decide whether to change the timings or continue with the present timings".

Mir TariqBandipora, May 18: Roads damaged by snowfall, landslides and heavy rains in winter in this newly created Bandipora district are yet to be repaired and cleared of boulders.
The link roads, which were damaged during the snowfall and heavy rains in winter are in ruins. Besides, the link roads, two main highways, Srinagar–Bandipora and Sopore-Bandipora, are also in shambles.During past three months, more than eight people have been killed in road accidents in Bandipora. The two major highways connecting Bandipora with rest of the valley, managed by department of R&B, are the lifeline of Bandipora residents and goods are transported through these highways to the district. "R&B department is unaware about the dilapidated condition of the roads," said Ifthikhar Ahmed Wani, a local.The residents said that five years back these roads were partially macadamized. “Now these have developed hundreds of potholes and at some places, road remains waterlogged for days together,” they said.An elderly resident, Abdul Samad said, “The potholes are so deep and wide that fully loaded trucks can overturn and fall on passing vehicles. Even the pedestrians refrain from traveling on these dangerous roads”.Imtiyaz Ahmed, an office-goer said, "The road is in dilapidated condition and we are scared of traveling on it especially near Garoora (Churthungu). The boulders still exist on the road and these have not been cleared by the concerned department”.He demanded that the boulders should be removed and the road repaired to allow hassle free movement of vehicles and people. A driver, Manzoor Ahmad, said he has been a witness to many accidents that were caused by the bad condition of the roads. He has been plying passenger vehicle from Bandipora to Srinagar for past 10 years.The residents said that they apprised the authorities time and again about the dilapidated condition of the roads. “We met top district officials and urged them to repair the roads at the earliest. However, it seems that our pleas have fallen on deaf ears,” they said."Due to dilapidated roads, drivers are compelling us to pay more fare from Srinagar-Bandipora instead of normal rate," said Mushtaq Ahmed, a shopkeeper.He added, “Besides main roads, all the link roads leading to village like Bonakoot, Arin, Sumlar, Hajin, Saidunanara, Ashtangoo, Panar, Aragam, Ajas are also in bad shape and hampering free movement of vehicles and people”.The residents said that though the government is charging a toll tax of Rs10-50 from cars to trucks entering the district, but is doing little to repair and renovate the roads. “The government should have utilized the money collected as toll-tax to improve the infrastructure of roads in the district,” said the locals. When contacted, executive engineer R&B Bandipora, Ghulam Qadir Pintoo told Rising Kashmir that tenders have been issued for repairing the roads. “It will take few weeks to complete the departmental processes and afterwards work will be taken up. Besides repairs the damaged roads, the department will rebuild few roads, which we will be notify later," added Pintoo.

Mir Tariq Bandipore, May 20: Army on Tuesday claimed it foiled a Fidayeen attack by killing a commander of Lashkar-e-Toiba (LeT) in North Kashmir’s Bandipore district.
An Army official told Rising Kashmir that after a tip-off about militants planning to carry out a Fidayeen attack in Arin area, troopers of 14 Rashtriya Riffles cordoned off the Arin area and launched searches. “As the searches were on militants present there opened fire on the search party which was retaliated triggering a gunfight.”The official said that in the ensuing gunfight the district commander of LeT Abdur Rehman alias Zia, alias Usman of Khud district Kasoor Sialkot Pakistan was killed."It is a big blow for LeT as two senior commanders of the outfit have been killed in past three days,” said Brigadier U K Gurung. He said that troopers have launched massive searches in the forests to track the associates of the slain commander. Gurung claimed that One AkK47, 8 grenades and two radio sets were recovered from the possession of the slain militant.

Mir Tariq Bandipora, May 23: The hailstorm and strong winds that lashed Bandipora last night has caused widespread damage to orchards and residential structures. According to revenue department, property worth Rs 2.58 crore was damaged in the hailstorm.
In 65 villages, 29 residential buildings, 10 non-residential buildings and a cowshed were partially damaged by the hailstorm. The most affected villages include Madar, Lawaypora, Gund dachina, Panzigam, Arin, Braar, Aloosa and Aythmullah.The storm has affected around 7382 kanals of orchard land. “The paddy land of 10,000 kanal was also damaged by the hailstorm and heavy rainfall”, an official statement said. The hailstorm accompanied by heavy rainfall is estimated to have damaged 90 per cent of orchards in this belt. The hour long hail storm and strong winds caused extensive damage to the orchard of this newly created North Kashmir district. People remain confined to roads as the hailstorm and heavy rains forced them to seek refuge in shops and bus stands. The standing apple trees in the orchards suffered extensive damage in the storm. “The apple trees were been badly hit and the flowers have fallen off from the trees. 30 per cent of our fields have suffered damage,” said the villagers, adding, “The strong rain and hailstorm affected the flowering very badly”. Apple is an important cash crop of this newly created district. Bandipora produces an average of 3.5 metric tones of apples every year. The unpredictable weather has cast its shadow over the produce this year and the yield is expected to be on lower side this year.All the inner as well as main roads were damaged by the rain waters. The rain water also seeped into some structures, causing damage to them. Besides, the rolling of boulders from the nearby hillocks halted vehicular traffic for an hour."Our houses are full of water as the rainwater entered our houses," alleged locals.They blamed municipal authorities for the mess. “The Municipal authorities are not clearing drains in the area and due to blockade of drains, rain water entered into our houses,” they said.People were seen dewatering the premises of their homes, which were filled with the rain water.Talking to Rising Kashmir, Ghulam Ahmed Khan Magistrate Bandipora said "We have sent revenue officials to every affected village to ascertain the losses cause by storm to prepare case of compensation”. "We are informing all the victims to approach the department so that compensation process is started as early as possible," added Khan.

Health experts warn of epidemic
Mir TariqBandipora, May 25: Health experts here on Sunday warned of an epidemic in north Kashmir’s Bandipora district if the government fails to check the water-logging in the areas which were hit by hailstorm. They said that diseases like cholera, gastroenteritis, typhoid, dysentery, amoebiosis and hepatitis were common in the water logged areas especially during rainy season.
Locals complained that after the State government held elections for the municipal bodies a few years back, the Municipal Committee Bandipora (MCB) failed to solve the basic problems of sewerage and drainage, which is proving fatal to the population here in Bandipora.“The municipal committee here could not manage funds to repair the lanes and drains leading to water logging during the rainy season. All the drains are blocked due to which hundreds of residential buildings were logged with water,” said Ghulam Ahmed, adding "An inquiry should be conducted against Chairman Municipality who has not executed Municipal funds properly during the past few years."Health experts fear if the problem of water-logging is not checked it can cause epidemic. They said that the diseases like cholera, gastroenteritis, typhoid, dysentery, amoebiosis and hepatitis were common in water logged conditions, especially during the rainy season.The lanes and drains of areas which are quite damaged and need immediate repairs are Mader, Kaloosa, Nathpora, Kharpora, 1-5 wards of Bandipora, Dachigam, Muslimabad and Ajar.The residents of these areas said that the damaged lanes and drains have not been repaired for the past two decades. “After the municipal committee was elected here we expected it will solve the problem of drainage and sewerage in the town. However it has failed. The area gets submerged in water and most lanes and drains remains waterlogged,” complained Hajara Begum a resident of Nathpora. "During rainy season it is not only the streets that get waterlogged, every there are rains, water seeps into our homes.”The business community especially the shopkeepers too are suffering due to water logging.“Since the lanes and drains have not been repaired in our area for past many years, water logging is quite common here. Most of the times, especially during the rainy season, water enters our shops damaging the articles inside,” said Mushtaq Ahmed, who runs a crockery shop in Nowpora market.“The water logging is causing suffocation as foul smell is emerging from the blocked drains,” Ahmed added.“Municipality authorities have always befooled the people. They claim execution of crore of rupees but the ground situation is absolutely different. An investigation should be carried out regarding the spending of funds by Municipal Committee Bandipora," Iftikar Wani, a local of Ward No 2 Bandipora said. “Recent hailstorm caused damage worth crores of rupees and should be recovered from Municipal Committee authorities who have failed to get the lanes and drains repaired for the past three years.”Recently, the District Development Commissioner initiated investigation against Municipal authorities but the outcome of the investigations was never revealed creating doubts among the locals.Last month MLC and ruling ally Peoples Democratic Party General Secretary Nizamuddin Bhat exposed the bungling after which District Commissioner Bandipora Sheikh Mushtaq seized the Municipal Committee Bandipora’s record and set an inquiry committee under the supervision of Assistant Commissioner Bandipora to investigate the bungling.Chairman Municipal Committee Bandipora was unavailable for the comment.However District Development Commissioner Bandipora said, "We are receiving complaints against irresponsible attitude of the Municipal Committee Bandipora from the locals. I will take note of this and inform the higher authorities of the Local Bodies to look into the matter so that people can get rid of the problem.”

Mir TariqBandipora: First Thang Ta Championship concluded today on Tuesday here in Boys Higher Secondary Bandipora.The championship started on Monday and concluded in Boys higher School Bandipora in which about 70 boys and girls students from various private and government Schools participated.
On the final day various bouts were played under the weight category of -25Kg-29Kg and -33 Kg. Among the gold medal winners are Shakir, Danish and Akeel of Gousia Public School Bandipora. The silver medal winners include one female student of Baba Institute. The three bronze medal winners include Aamir Majeed, Umer and Shahid of Shahi Hamden Public School. Principal Boys Higher Secondary distributed medals among the winners and appreciated the young players who showed good performances in the matches. The General Secretary Thang Ta Association Jammu and Kashmir and District president Thang Ta Association Bandipora Iftikhar Rashid Wani were also present on the occasion. While concluding the prize distribution ceremony Iftikhar Rashid thanked Jammu and Kashmir Thang Ta management and State Sports Council who initiated the Thang Ta championship in Bandipora

Allege forest officials, smugglers nexus; demand action
Mir TariqBandipora, May 28: Alleging nexus between forest officials and smugglers, people in Bandipora have threatened to launch agitation against forest department for plunder of green gold in the forests in this newly created district.
Expressing serious concern over smuggling of green gold in forest-covered areas, the locals, social activists and NGO members have alleged that the forest officials are not doing enough to check felling of trees. They blamed the forester and Range officer for the destruction of forests. Kashmir Social and environmental Organization (KSEO) president Parvez Ahmad alleged that due to the nexus of smugglers and forest officials Khuihamam forest range, the green gold is being vandalized. “The trees in compartments No 85-109 in Khuihamam range are being felled by the smugglers and no action is being taken against them”.He added, "Standing trees in most of the compartments of range Khuihama range were felled by unscrupulous foresters and smugglers, causing environmental imbalance in the region”.The locals told Rising Kashmir that thousands of trees are being cut daily in the compartment Nos 80-85 at Bonakoot and 100-110 in Bhutto and Chiternar.“The smugglers are chopping nearly 10-40 green trees in Bonakoot Bandipora daily,” complained the locals. The residents alleged that the forest officials and men deliberately avoid patrolling in Bonakoot, Bhutto and Chiternar in Khuihama forest range, thus giving free access to smugglers. After receiving complaints from the locals, District Commissioner Bandipora, Sheikh Mushtaq alarmed the government about the destruction of forests in Bandipora. The government sent a team of officials headed by Assistant Conservator of Forests, Hafizullah Mir to have on-spot assessment of the situation. There are reports that the team was not allowed entry into the forests to inspect the destruction caused to green gold. Locals said that they have brought the issue to the notice of authorities time and again, but of no avail. A social worker, Mohammad Ramzan said, "The thick and dense forests in Bonakoot and Chiternear are dwindling fast as smugglers in connivance with some forest officials are looting the green gold”.Another social worker, Iftikhar Rashid said, "Everyday, the smugglers can be seen ferrying the green logs in trucks. They are able to transport the timber to other parts of state safely”.The stumps of trees lie scattered over a vast land of forests in Bonakoot and Chiternar blocks of Khuihama range. Pointing towards the partially burnt stump, a villager of Bonkoot alleged that forest employees deliberately set afire the remnants to conceal their misdeeds.When contacted, Chief Conservator Forests, Abdul Razak said “The department will initiate inquiry into the matter. The officials involved in facilitating smuggling of green gold will be punished".The forest minister, Qazi Mohammad Afzal admitted the involvement of forest officials in smuggling. “There are black-sheep in the forest department and few officials are involved in this menial job. The forest ministry is probing the matter and guilty would be punished”.Qazi added, “We lack manpower and this is proving a major hurdle in preventing timber smugglers from looting green gold”.

Teachers demand probe, CEO assures investigations
Mir TariqBandipora, May 29: The teachers in this newly created district have alleged that the funds under Sarv Shiksha Abhiyan (SSA) were not properly utilized by the Education department and have sought probe into the whole affair.
The teachers alleged that the funds for the purchase of kitchen items were spent in the last days of last financial year. They have alleged that the authorities purchased the sub standard items at excessive rates. "Chief Education Officer (CEO) Bandipora approved funds for the purchase of kitchen items in various schools under the SSA scheme,” said a teacher, pleading anonymity. He alleged that the authorities purchased sub standard items at higher rates. “This fraud should be investigated”, he demanded.The authorities had approved funds for six schools in Bandipora and Quil education zones but only three schools have received the funds for purchase of kitchen items in the district.“We received 50 plates for 215 students. All the plates are of substandard quality,” said a teacher in Middle School Sumlar. He added, “The officials have mentioned the purchasing rates of these substandard items and surprisingly the rates are much higher. The officials could have easily purchased the quality material from the money”.A teacher, Rashid Ahmad (name changed) said, “We have received some items including a drum from the authorities. The officials have mentioned the purchasing rate of drum as Rs 920 while the market rate for the same items is only Rs 600”.A teacher of Middle School Nathpora, pleading anonymity said that authorities are compelling them to receive the items, which are not required in the school. “We had purchased plates, spoons and cups last year and were in need of Gas Cylinder and gas stove but unfortunately these items were not provided to us,” he added.Sources disclosed that according to the norm, the officials had to handover funds for the purchase of kitchen items to a concerned teacher. “But the norm is not being followed and instead the teachers are forced to receive whatever is being purchased by the officials from the market”.It is pertinent to mention here that under SSA scheme, a school is provided an amount of Rs 5,000 to purchase items for kitchen items. “The officials, however, are distributing the funds according to their own choice,” said sources.Teachers from the Quil and Bandipora education zone have urged the government to investigate the matter and punish the officials, who misappropriated and mis-utilised the funds.When contacted, CEO Bandipora, Ghulam Rasool Ahangar told Rising Kashmir that the matter would be probed. “The teachers should come forward and identify the persons, who have not properly utilized the funds”.

Locals stage protest; Police says militants escaped
Mir Tariq Bandipore, April 1: Hundreds of people staged a massive protest at Papchan here in north Kashmir after police and troops lifted siege around the Masjid here in north Kashmir on Tuesday morning.A joint party of troops and police had cordoned off the Jamia Masjid Papchan on Monday morning claiming that militants are holed up there. The party had fired indiscriminately towards the Masjid for more than three hours last afternoon damaging the outer wall of the Masjid, however there was no retaliation from the other side.
Eyewitnesses told Rising Kashmir that Army in presence of Magistrate Bandipore Ghulam Muhammad Khan sent ten members of Pachan Auqaf Committee into the Masjid this morning. The members after searching the Masjid announced that there is no one hiding there. After members came out the siege was lifted. As soon as the siege was lifted hundreds of people raising pro-freedom and anti-army slogans staged a massive protest against the siege on Srinagar- Bandipore highway. Accusing troopers of harassing the residents unnecessarily, the protesters said, “There were no militants present inside the Masjid. The area was cordoned off to make us feel that how powerful they are,” the protesters said, adding, “ During the siege Army damaged the Masjid and our houses.” The protesters said that they are living under constant fear and their lives have become a hell. "From the intervening night of March 31, army and police cordoned of Masjid, damaged its walls, windows and burnt carpets worth Rs 2 lakhs inside the Masjid by throwing grenades inside it.” The protesters were joined by the Member of Legislative Council and General Secretary of Peoples Democratic Party (PDP) Nizamudin Bhat “ Forces should make themselves doubly sure before carrying out any operation at religious places,” Bhat told reporters. However Deputy Inspector General (DIG) of Police Varmul Dr B Srinwasan said, “ Our information about militants being holed up in the Masjid was correct but they escaped before we could cordon off the area.”

MIR TARIQBandipora, April 3Hundreds of spurious bottles of Calcifort were recovered by drug inspection team during a raid on drug and medicine supplying agency, here in this North Kashmir district, Thursday.
The drug controller was receiving regular complaints that a local pharmaceutical company was selling spurious drugs. After these complaints, a drug inspection team led by Drug inspector, Bandipora conducted a raid on the outlet of a local pharmaceutical company here.During the raid, the drug inspection team recovered spurious bottles of Calcifort from the outlet of the medicine company, I P Medical agency.Jana Begum of Kema said that a lady doctor in SDH Bandipora had prescribed her medicine from previous four months. “I was regularly taking the medicines but my health conditions did not improve. I had doubt about the quality of the medicine and my doubts were aggravated today when foul smell came out from the bottle of the medicine, which was totally jammed”, she told Rising Kashmir.She said that she apprised Drug inspector about the same and subsequently the department swung into action and carried out raid on the outlet of the pharmaceutical company.When contacted Assistant Drug Controller Parvaiz Ahmed told Rising Kashmir, "Our drug inspector recovered spurious drug in Bandipora in a local medical agency after receiving complaint from a patient".He added, “The samples of recovered bottles were in jammed condition and were sent to Laboratory for test and legal check. Official admits doctors-medical agencies nexus

Bandipora, April 6: Amidst allegations of nexus between doctors and the medical agencies, the markets here in this North Kashmir district are flooded with spurious medicines, posing grave threat to the lives of people. The assistant drug controller, Bandipora while admitting the nexus asserted that drive would be launched to get rid of spurious drugs.
People here have been complaining that some unscrupulous traders are supplying spurious and sub-standard drugs to the pharmacists in several parts of the district. “Even the doctors in government-run-hospital are prescribing substandard drugs in return of attractive gifts like car, refrigerator, LCD and washing machine,” the locals complained."The trade of spurious drugs is flourishing due to the callousness of the health officials, who are not carrying out regular checks on the drug shops in Bandipora," said Zahoor Ahmed, adding "With doctors prescribing sub-standard drugs, the standard medicines are fastly vanishing from the markets here". "Doctors in private clinics and government-run hospitals get attractive gifts in return for recommending prescriptions of sub standard drugs. The doctors are unnecessarily prescribing long list of medicines to patients," said Dr Manzoor.He added, “I was dumb-found when I saw a doctor’s prescription of a poor patient. 13 medicines were prescribed to the patient, who was suffering from dry cough". Alleging that doctors are responsible for the flooding of substandard medicines in Bandipora, a doctor pleading anonymity told rising Kashmir that substandard drug dealers have a nexus with doctors."Few medical assistants, who are posted from last 10 years in Sub District Hospital (SDH) Bandipora, enjoying political support, are making new doctors to enter into secret deals with the pharmaceutical companies selling sub standard drugs. They prescribe these drugs to get monetary benefits," a doctor said.Though none of the doctors admitted their personal involvement in the nexus, most admitted that others were involved. The patients and their attendants in SDH complained that the doctors in their waiting rooms prefer to chat with medical representative rather than sparing time for patients. Sources in the drug trade disclosed that "by prescribing a particular range of medicine from antibiotics to other life saving drugs including cough syrup doctors here in SDH earn gifts like car, refrigerator, LCD, washing machine" source said, adding "innocent and poor people are easy prey of greedy doctors, to whom these doctors prescribe long list of medicines including substandard drugs also, for a simple ailment".When contacted Director Health Kashmir, Dr Muzzafer told Rising Kashmir, "We have received similar complaints about the SDH Bandipora. I am going to visit Bandipora in next few days to discuss the problems with the concerned officials”.He added, “The department is looking into the complaints of spurious drugs available in the market. It would take some time to investigate the issue”.Assistant Drug Controller Parvaiz Ahmed told Rising Kashmir that he recently met BMO Bandipora regarding the sale of spurious drugs in the township. “He assured me that the trade of spurious drugs will be checked and a drive will be launched against the erring medical shops and pharmaceutical agencies".Admitting nexus between doctors and medical agencies, the Assistant drug controller said that he has apprised the higher authorities about the issue. “I have written to them about the issue and hope to receive their direction in this regard soon,” added Parvaiz.

Call authorities to discipline docs, paramedics

Bandipora, April 14: People in this North Kashmir district have demanded upgradation of facilities in Sub District Hospital (SDH). They have also called on authorities to discipline the doctors and para-medical staff in the hospital.The poor medicare facilities in SDH Bandipora are giving sleepless nights to the people. “The hospital lacks basic facilities and the proper medicare is not provided to the people, who visit the hospital to seek consultations,” complained the people.
They said that the hospital faces shortage of doctors and paramedical staff. Mushtaq Ahmad said, “I am accompanying my mother to the hospital and I did not find any staffer including doctors here except a canteen owner. After locating the hospital staff, I sought their help but they abused me". Zubair Ahmad, attendant of another patient said, “The hospital should be closed as it faces shortage of doctors and para-medical staff. What is the fun of having a hospital, when required numbers of doctors and paramedics are not available there”. Complaining about the non-specialized and untrained staff, Muhammad Muzaffer said "Whenever I visit the hospital, I find the hospital staff chatting in a nearby hotel rather than fulfilling their duties in the hospital.”He added, “Once I sought their help and instead of lending helping hand to me, they used abusive language”.Raja Begum of Bohotu village said, "I left my home early in the morning and waited for five hours in the out-patient department to consult a doctor. The influential persons were being let inside by the doctor while the poor were asked to wait. Some of the waiting people had to return empty handed”.The residents complained that most of the doctors and para-medical staff are not behaving properly with the patients and their attendants. “They don’t follow the norms while dealing with people,” said the locals.After receiving complaints from people, Director Health services visited SDH Bandipora last week and attached Block Medical officer Abdul Rashid in Directorate Office Srinagar under order No.437 GAZ 2008 vide endorsement no DHSK/GAZ/4383-86 Dtd.225.03.2008. “The former BMO is now harassing the local population as we complained against him before director health services Kashmir,” alleged the residents.President Bandipora welfare Forum Ghulam Mohammed Mir told Rising Kashmir that the local staff including doctors and paramedics should be disciplined. “They should be told to behave properly with patients and their attendants. Most of them have been posted in the hospital from long and should be transferred and the trained staff should be deputed to the hospital so that proper medicare is available to the patients,” he added.He said that in case higher authorities fail to discipline and transfer the staff, they would approach chief minister, Ghulam Nabi Azad and seek his intervention.When contacted, commissioner secretary Health K.B Jandial told Rising Kashmir "We have transferred Block Medical Officer (BMO) Bandipora and new officer has been sent to SDH Bandipora”. He added, “If any of the staffer in the hospital is found resorting to indiscipline, action will be taken against him”.

Demand separate bus service

Bandipora, April 16: Demanding separate bus service, the students of various schools in this North Kashmir district staged protest demonstration on Wednesday and blocked Srinagar-Bandipora highway.Students from various schools on Wednesday morning took to roads at Saderkoot village, 20 kms from here and staged protest demonstration. The protestors blocked the Srinagar-Bandipora highway to press authorities to start separate bus service for the student community.
The protestors alleged that the administration has failed to arrange a separate bus service for the student community, who are disallowed to board local passenger buses by drivers and conductors."Drivers refuse to carry us in their vehicles from Saderkoot to Ajas and Safapora. We have informed the administration about the issue several times but they have not taken any action in this regard,” said Shakeel Ahmed, a 12th class student.He added, "The administration is compelling us to come out on roads and stage protest demonstration. It is our 4th protest in Saderkoot during past four months," said Ashiq Hussain, adding "The district magistrate promised us to provide two passengers buses to ferry students of the village to schools but he has failed to keep his words".The protestors blocked the vehicular movement on the Srinagar-Jammu highway for nearly five hours. DSP Sumbal, Dr Harmeet Singh visited the spot and assured the protestors that he will take up the issue with the concerned authorities. However, the protesting students refused to disperse unless the top district officials visit the spot. The students alleged that after the unsuccessful attempt of DSP to disperse them, he used mild force to quell their demonstration.A protestor Showket Ahmad said, "We don’t trust the tehsil level officials. We will listen only to Deputy Commissioner and he should visit the spot and address our grievances”.Denying the allegations of student, the drivers plying their vehicles on Saderkoote village said, “We run buses on this road from past 10 years. Every time we reach Saderkoot, students board the vehicle in large numbers. When the conductor demands fare from them, they refuse it and start quarreling with them. For this very reason, we don’t carry them in our vehicles”.Talking to Rising Kashmir Assistant Developmental Commissioner Bandipora said, "We have taken up the issue with the concerned officers and president bus service Bandipora. I will seek why the president of the bus operators has failed to start a separate bus service for the students"President Bus Service Bandipora Bihari Lal Pandith, said, “We are facing problems from the mini bus owners, who are also running on the route. They are not allowing us to start separate bus for students". "We are hold negotiations with mini-bus owners and it will take 2-3 weeks to start the separate bus service for students,” he added.

Iqbal was arrested in 2006; Delhi Police fails to prove charges in court

Bandipore, April 19: A youth from this north Kashmir district continues to languish in Tihar jail for past two years although no charges have been proved against him. Family members of Muhammad Iqbal Jan of Sonarwani Bandipore who was arrested by Delhi Police on November 13, 2006 on the charges of acting as a conduit for militants accuse Delhi Police of fabricating charges against him (Iqbal) in order to seek reward and promotions.
Delhi Police had claimed that Rs 5 lakhs which he (Iqbal) had to pass on to militants were recovered from him.According to the family members of Iqbal, police till date has failed to prove the charges. “Witness (Sikander) produced by the police in the court didn’t identity Iqbal from whose vehicle police had claimed he (Iqbal) was arrested from,” sister of Iqbal, Salma Jan told Rising Kashmir on Saturday.Salma said that her brother had gone to New Delhi to clear the dues of the Delton industries and Suraksha pipes dealers in New Delhi from whom he used to purchase gas cylinders and pipes. “He was the only dealer of Bharat Gas Agency in the Bandipore township. He is innocent. The cash that was seized from him was the payment he owed to his dealers,” Salma said, adding, “Iqbal had got dealership of Bharat Gas Agency under registration number 2091768-GST dated 12-06-2004 after proper verification from police and other agencies.” Salma said that Iqbal had borrowed Rs nine lakhs from the Wular branch of Jammu and Kashmir Bank to expand his business and the cash which was recovered from him was drawn from his bank account day before he left for New Delhi. “We pleaded before Delhi police to check the bank transaction of our brother but they refused to do so and remained adamant on their claim. They framed charges against my brother to get promotion and rewards.” According to Salma after her brother was arrested they approached the Senior Superintendent of Police (SSP) to seek Non Involvement Certificate (NIC) for him. “The Senior Superintendent of Police (SSP) issued a NIC in Iqbal’s favour after carrying out proper investigations. Delhi Police refused to entertain the NIC and refused to carryout any investigations in Bandipore.” Salma said that Iqbal was the only brother among the five sisters and was the lone bread winner. “From the time he has been arrested we’ve been left to fend for ourselves. The Gas agency he had set up is in shambles,” she said.Salma said that she and her other four sisters have been visiting New Delhi for past two years continuously but till date their visits haven’t served any purpose. “If our brother is not released I along with my sisters would not left with any other option other than to commit suicide.” When contacted the union Minister for Law and Justice Hansraj Bharadwaj said, “Let the family members of the detainee approach my office I will look into the matter.” Meanwhile Joint Commissioner Police New Delhi Alok Kumar Verma expressed ignorance about Iqbal’s arrest. “I have not received any such information till date, now information has reached my office, I will look into the matter. If there is nothing adverse against a detainee, it will be discussed with concerned authorities other than police," he said.
